February 28th, 2025

Happy Saturday and welcome to March 2025!

Enclosed you will read about bills that were debated on the House Floor Friday February 28, 2025 along with a description of all laws signed and chaptered by the executive to date.

I pray God’s continued blessings over each of you, our state and nation!

Floor Action

HB 11 Paid Family & Medical Leave - Passed

Randy’s Vote: No

HB 238 Middle & High School Professional Work Hours - Passed

Randy’s Vote: Yes

Chaptered Laws

HB 1 - Feed Bill, Signed 1/23/2025

This bill covers the annual cost of the legislature including the full-time staff of Legislative Finance, Council, and Education Committees; House and Senate Majority and Minority offices; the cost of the 60-day session including all short-term staff and legislature per diem; all interim committee costs; and the cost of District Legislative Aids. Total cost to taxpayers: $51.2 million.

SB 1 & 3 - Behavioral Health, Signed 2/27/2025

SB1 creates the Behavioral Health Program Fund and SB3 creates the Behavioral Health Reform and Investment Act.

Over the last 2-1/2 years the state of New Mexico has spent over $2.5B on behavioral health without moving the improvement needle (Quote: George Munoz, bill sponsor).

Total appropriations in this year’s budget will be in excess of $200m funding the same agencies under a new “Reform and Investment Act”!

Insanity: Do the same thing over and over, expecting different results!

HB 8, Signed 2/27/2025

Our progressive colleagues watered down version of a “Crime Package”.

After the 2024 failed attempt by the Governor to get her democrat-controlled house and senate to address crime during a special session followed by the governor’s statewide tour of townhalls discussing crime, the progressive left party controlled by Emerge NM graduates has failed New Mexico again!
